All managers live in a resource-constrained world. Yet to feel accountable, managers need access to and control over some of the resources needed to accomplish the tasks of the position. For the typical manager, these resources are capital, personnel, and time.

Although constraints on resources can reduce motivation over time, managers can usually handle the challenge if they feel the shortage is warranted and not arbitrary. For example, across-the-board budget cuts are often difficult to handle, but to meet a specific market challenge or competitor threat, managers often rise to the occasion with innovative approaches.
